Implementing a new part of an initiative, like adressing stigma toward opiate use and OUD, involves multiple choices, actions, and adjustments along the way to accomplishing change to the structures, beliefs, and policies where stigma is present. To accomplish change, COP-RCORP is undertaking a series of research-backed Implementation Stages: Exploration, Installation, Initial Implementation, Full Implementation. These stages are interactive and can co-occur; it is not as if one stage ends and another clearly begins. Instead, it is often necessary to go back to previous stages when circumstances change (e.g., change in staff/leadership, data identifies an area where changes are required) or when certain decisions have been made
